Meet Our Team

23 Consult Ltd was created by JT Benade in 2013 as 23 Management Consulting Ltd. The company grew quickly, and in 2019 it was rebranded to widen its service offering, with new people appointed to lead and diversify its corporate objectives.

People are our most important asset, and we are proud that this is demonstrated in the diverse, enthusiastic, experienced and creative people we employ. This is manifest in the high-quality service we provide to our clients.

We believe that increasingly complex challenges demand people with both deeper expertise, and the ability to engage professionally and personally.

We have therefore invested in exceptional individuals who combine keen professionalism with a broad vision, without compromising the equally important human touch that our clients appreciate. Our skills, knowledge, attitude and creativity ensure that we continue to deliver the best services and outcomes for our clients.

JT Benade
BSc(Hons), MSc, MRICS

Managing Director

A Chartered Surveyor and a member of the RICS, J.T. Benade is the founder of 23 Consult with over 20 years’ experience advising on works and services projects around the world.

JT’s career started in Construction, initially in South Africa where he transferred through the global construction & services group Bouygues to France initially and then to the UK. He then served time working for a niche London based consultancy specialising in infrastructure projects services, including disputes and expert witness work before it was acquired by an international practice with offices all over the world. This is where JT developed his commercial skills and became astute to advise corporate clients on their real estate and estate management strategies.

JT is passionate about his work and the people he works with, and have developed over the years a reputation for delivering outcomes of strategic relevance. First and foremost, J.T. is a dedicated father and husband to his family of four and likes to spend most of his free time with them. Aside from that, JT is a member of the West Lancashire Golf Club and Campion Tennis Club.

Paul Cavanagh
Dip(Surv), MRICS, MCIOB, MAPM

Director

Paul has been employed in the construction and property industries since 1986, and he has worked across a number of sectors including Health, Education, Infrastructure, Constitutional, Emergency, Defence, Housing, Energy and Civil Engineering. He has been commissioned by private and public clients at both local and national levels, and has also provided services internationally. His key experience covers Management Consultancy, Strategic Advice, Whole Life Cost Advice, Commercial Management, Project Management, and Technical Advice.

Paul has a particular expertise in modelling Whole Life and Lifecycle outputs, including costed information and procurement/management solutions.

He is a Chartered Surveyor (Management Consultancy), Chartered Construction Manager, and is a Corporate Project Manager.

Arwyn Jones
BSc(Hons), Dip(Surv), MRICS

Project Director

Arwyn is a Chartered Quantity Surveyor with over twenty years of professional experience of both Public and Private Sector work in Education, Health and the Commercial Sectors.

His focus is on good communication, and he is able to provide strong direction and develop measures and criteria to evaluate and achieve service delivery.

He has worked on a wide range of projects and is conversant with most contract forms and procurement options, and has also undertaken Expert Witness roles on behalf of the Manchester Family Court and the NHS Counter Fraud Service.

Arwyn is a fluent Welsh speaker, enjoys coaching Cricket, playing Golf and volunteers as a Community Responder for the North West Ambulance Service.

Sarah-Elizabeth McGarrigle Guy
BA(Hons), MSc, GradCABE, BDMA(Claims Prct)

Associate Director

Sarah is a Building Surveyor with a wide range of experience in the Heritage Conservation, Construction, and Insurance sectors, acquired over 10 years of practice. She has worked on a diverse range of building and restoration projects, from feasibility and planning stages through to project completion, for Clients across the Public and Private Sector. Her skill-sets also include Contract Administration, Technical Advice and Defect Diagnosis, and all levels of Building Surveys.

Sarah is an Accredited Claims Technician with the British Damage Management Association, and is a Graduate Member of the Chartered Association of Building Engineers.
