As a tier 1 supplier to the lead advisor, 23 Consult developed intelligent Project Management Office reporting tools using excel, with import functionality from MS Project for the client to capture monthly progress reporting updates from multiple workstreams and report upwards at Programme Level.

23 Consult created a more efficient system and reporting tool, which freed up the PMO managers to focus more on the analysis and challenge of the data rather than its compilation.

Property Condition Surveys &
Intelligent CAD Plans

23 Consult was awarded a 4-year OJEU contract via Proactis, in 2022/23. The contract covers circa 600 buildings and requires 23 to compile condition reports covering Building Fabric, Mechanical and Electrical installations, Roofs and preparing CAD files where changes were needed or where none existed.

23 Consult must comply with the Council’s Asset Management and Condition Survey Database, TechForge and to cater with obsolescence associated with Flintshire not yet fully transitioned to the supported cloud system 23 Consult had to develop its own model for survey data to be usable during the transition phase and in future.

Procurement of Railway Stations

As a tier 1 supplier to a lead advisor, 23 Consult provided precontract and procurement related commercial management duties for the a large UK rail project which includes the construction of a main-line station.
The commission also includes the procurement of common components for all stations on the rail project, and an Automated People Mover (APM) from one main-line station to other public and infrastructure facilities in the Solihull and Birmingham area.

Lifecycle Cost of Leisure Facilities

Refurbishment of high-profile Aquatics Centre which hosted the 2002 Commonwealth Games, provided training facilities for the 2012 Olympics Team GB, and remains the current venue for the Paralympic World Cup. It has capacity for 1,000 spectators, and contains a main Olympic-rated pool, a diving pool, and a training pool.

23 Consult produced a Whole Life Cost plan and report as part of the RIBA Stage 2 design assessment, including modelling of current design and identification of where future cost savings can be made, whilst setting out profiles to coordinate with the timings of phased delivery of refurbishment works.

Luxury Residential Development Commercial Advice

Re-development of a site comprising the demolition of an existing dwelling and construction of a luxury 9,000m² residential property including all external works.

We were appointed as Quantity Surveyor to provide commercial advice and contractual support to the Contract Administrator on a live project to validate the cost of the developing design against the available budget. On our advice the construction works were suspended to allow design to be completed and properly costed.

Refurbishment of local community centre in London. Acting on behalf of the Council, we assessed Contractor payment applications and issued interim certificates to the administrator. Managing change control, facilitating detailed design development and controlling the interface with Building control. CDM Advisor services, to support the client (principal designer). We prepared O&M Manuals, handover documentation and facilitating handover and commissioning processes, and setting up for managing various interfaces during decant, warrantee and DLP period. We also agreed the final account and assisted in procuring maintenance contracts (warrantees).

Commercial Stress Testing

As a tier 1 supplier to the lead advisor, 23 Consult developed and created the stress-testing and scenario models for the commercial formation of an alliance for the coordinated delivery of several elements of rail systems on a large UK infrastructure project.

Areas chosen for investigation included a complex gain/pain model, key performance indicators, and bonus mechanisms all working in harmony to reward good behaviours within an alliance of different contractors/disciplines necessary to deliver the works. This included the building of a commercial model using spreadsheets, and then VBA coding in order to execute Monte-Carlo simulations to develop an understanding of the probabilities and measure required to allow the model to work efficiently and effectively.

BREEAM Compliant Life Cycle Costing

We have provided BREEAM Man02 compliant life cycle costing services at both RIBA Stage 2 and RIBA Stage 4 in order to acheive 4 credits on several light industrial and advanced factory units located around the North West of the UK. The reports are also BS15686-5:2017 compliant, and have been compiled alongside carbon assessment outputs to acheive a full understanding of the effects of different technologies being investigated for incorporation into the final designs of each facility.

Provision of pre- and post-contract duties for the facilities management and building operation across a large corporate estate belonging to one of London's borough councils.

Services have included the commercial activities associated with the pre-procurement and procurement phases of the scheme, the evaluation of bidder submissions, assisting in the assessment and moderation of bids to select a preferred contract, engrossment of documentation in preparation for contract execution, and the execution of contracts.

We also provide post-contract commercial duties, such as assisting with contract administration, quantity surveying and commercial management, maintaining final account information, and coordination of operational information generated under the contract for ongoing and successive asset management planning.
